
Any universe would seem pointless without intelligent life.
It is therefore possible that our universe is, in fact, full of countless super-intelligent lifeforms, perhaps some even existing within the region of Dark Matter. They choose to remain anonymous, until any potential newcomers have achieved a certain level of technology and appropriate political maturity.
Earth is just one of millions of planets, existing in the Milky Way which is just another galaxy existing in the universe. Countless numbers of these planets may be currently operating within an ‘Incubator zone’, harbouring young civilisations that will eventually aspire to gain full acceptance to the top echelon. The super-intelligent lifeforms currently do not influence their progress. Progress is made by a combination risk and chance of intelligent lifeforms in their solar system. Sadly, many like us, may be doomed to fail.
Joining the Super Group is by invitation only. They are the equivalent of Champions League status in football and would not wish to get involved at lower levels of operations. Similar dilemmas abound everywhere, for example an ant’s nest getting in the way of a motorway construction here on Earth.
The criteria for membership will be challenging and non-negotiable, perhaps including

Stringent Checklist
Each planet will have had to reach at least Type 1 level of civilisation on the Kardashev Scale. This means they will have been able to harness all the energy that is available from our Sun and be able to meet the energy demands of its current and future population. In addition to harnessing all the energy systems, it would also mean that it has complete control over all natural forces (including weather, volcanoes and earthquakes of each planet and moon). They will have already developed the necessary technology skills to start to explore the universe outside their own galaxy.
- There will have a well-organised Central Management System which co-ordinates and controls operations across every planet and asteroid in the solar system. This will include a comprehensive Judicial Service to resolve any interplanetary disputes. There will be no weapons of mass destruction within the system, and the system must have endured this collective position for at least 5,000 years.
Every intelligent person living and working anywhere within this Universe will know that their views and beliefs have been fairly included in any major decision that directly affects them. They can also challenge any decisions made.
They will be following all the Universal Democracy principles initially specified by the Superior races.
- All existing life forms within in the solar system will be considered of high importance. The solar system will already be in a self-sustaining, prime condition especially the conditions that are found on its principal planet(s). All non-intelligent lifeforms within the solar system will be treated with respect. This ensures that the current circles of life can continue to exist indefinitely in balanced/everlasting equilibrium. They will have developed the necessary technology to maintain everlasting life in their original form or as cyborgs.
